About the Pre-Hospital Emergency Care Council (PHECC)

The Pre-Hospital Emergency Care Council (PHECC) protects the public by independently specifying, reviewing, maintaining and monitoring standards of excellence for the delivery of quality pre-hospital emergency care for people in Ireland.

PHECC is an independent statutory agency with responsibility for professional standards, education and training in pre-hospital emergency care in Ireland. PHECC maintains the register of pre-hospital emergency care practitioners- EMTs, paramedics and advanced paramedics and investigates complaints made against those registrants.

Who can complain to the PHECC?

Anyone can make a complaint to the PHECC about a pre-hospital emergency care practitioner. This includes members of the public, other healthcare professionals and employers.

What complaints can I take to the PHECC?

You can complain about the professional practice or conduct of a pre-hospital emergency care practitioner on the PHECC register.

What complaints can I not take to the PHECC?

The PHECC’s remit does not include dealing with complaints outside of the professional practice of pre-hospital emergency care practitioners, for example, issues regarding response times, equipment and similar should be taken up with the relevant service provider.

Can I complain about public or private care, or both?

PHECC will consider complaints in relation to any named registered practitioner (EMT, paramedic, advanced paramedic); it does not matter if they practice public, private or voluntary.

How do I make a complaint to the PHECC?

You can make a complaint by email to or by letter to the Registrar.

When should I make my complaint?

You should make your complaint as soon as possible, however, there is no time limit.
