Functions

The Nursing and Midwifery Board of Ireland is the State body that regulates the work of nurses and midwives, providing for the protection of the public. We do this by establishing and promoting high standards of professional education, training, practice and conduct. This includes requiring nurses and midwives to remain competent by keeping their knowledge and skills up to date. The Board also investigates any complaints received about the professional conduct of a nurse or midwife.

Functions

CORU is the body that will be responsible for regulating health and social care professionals. Its role is to protect the public by promoting high standards of professional conduct and professional education, training and competence through statutory registration of these 12 professions.

To date the register for Social Workers is open. The Radiographers Registration Board has been appointed and work is underway on the opening of this register. CORU has also requested the appointment of Registration Boards for Occupational Therapists, Speech & Language Therapists, Dietitians and Physiotherapists. Once these Boards have been appointed, work towards opening their registers as quickly as possible will commence.

Dental Council

Functions

The Dental Council is the Regulatory Body for the Dental Profession. The Council maintains the Register of Dentists, Register of Dental Specialists and Register of Auxiliary Dental Workers. The general concern of the Council is to promote high standards of professional education and professional conduct among dentists. Its clear mandate is to look after the public interest. One of the many functions assigned to the Council is to advise the dental profession and the public on all matters relating to dental ethics and professional behaviour.

Functions

The FSAI has national responsibility for coordinating the enforcement of food safety legislation in Ireland. Its mission is to protect consumers’ health and consumers’ interests by ensuring that food consumed, produced, distributed or marketed in the State meets the highest standards of food safety reasonably attainable and that people have accurate and worthwhile information about the nature of the food they eat.

The FSAI carries out this enforcement function through “service contracts” with official agencies. These agencies are the Health Service Executive, the Department of Agriculture, Food and the Marine, County Councils and City Councils, the Marine Institute, the National Standards Authority of Ireland and the Sea-Fisheries Protection Authority.

It also works with the agri-food, food service and hospitality sectors to gain their commitment to the production and service of safe food.

Functions

HIQA is an independent authority responsible for driving quality, safety and accountability in residential services for children, older people and people with disabilities in Ireland.

HIQA is responsible for driving improvements in the quality and safety of healthcare on behalf of patients. They develop standards, monitor compliance with standards and carry out investigations where there are reasonable grounds to do so.

One of HIQA’s functions is to carry out national Health Technology Assessments (HTA) across our health system. HTAs evaluate objectively new technologies from a clinical point of view.

HIQA also advises on the collection and sharing of information across healthcare services. They evaluate and publish information about the delivery and performance of Ireland’s health and social care services.

Functions

The Health and Safety Authority (HSA) is the national body in Ireland with responsibility for securing health and safety at work. It is a state-sponsored body, established under the Safety, Health and Welfare at Work Act and it reports to the Minister for Enterprise, Trade and Innovation. Our responsibilities cover every type of workplace and every kind of work in the public and private sectors. This ranges from workplaces where just one or two people are employed to corporations with multiple locations and thousands of employees. We are committed to working with employers, employees, individuals, employer and trade union organisations and other relevant groups in order to achieve our stated goals.

Functions

The Irish Medicines Board’s role is to protect and enhance public and animal health through the regulation of medicines, medical devices, healthcare products and cosmetics. As the regulatory authority, the IMB aims to ensure that all medicines which can be purchased here are safe, effective and of high quality. Mental Health Commission

A mental health service is a service providing care and treatment to people suffering from mental illness or mental disorder under the clinical direction of a consultant psychiatrist.

Functions

The Mental Health Commission is an independent statutory organisation set up in 2002. We were set up by law under the Mental Health Act 2001. When you use mental health services in Ireland, your rights and interests are protected by this Act.

The Mental Health Commission:

  • makes sure that mental health services maintain high standards and good practices
  • protects the interests of people detained in approved centres.

The Mental Health Commission carries out a number of activities. These include:

  • appointing mental health tribunals to review the admission of every involuntary patient
  • establishing a legal aid scheme for persons involuntarily admitted to approved centres
  • making rules for the use of Electro Convulsive Therapy and rules for the use of seclusion and mechanical restraint in approved centres
  • preparing codes of practice and guidelines for people working in mental health services
  • appointing an inspector of mental health services; and
  • maintaining a register of approved centres

The Ombudsman investigates complaints from members of the public who feel they have been unfairly treated by certain public bodies. To investigate a complaint the Ombudsman has the power to demand any information, document or file from a public body and require any official to give information. The Pharmaceutical Society of Ireland (PSI) is an independent statutory body, established by the Pharmacy Act 2007. It works in the public interest to protect the health and safety of the public by regulating the professional practice of pharmacists and pharmacies. The functions of the PSI include:

  • registration of pharmacists and pharmacies
  • improving the profession of pharmacy
  • accreditation of educational programmes for the pharmacy profession at different levels
  • quality assurance of standards, and the development of pharmacy practice

  • handling complaints and disciplinary matters, including the imposition of sanctions

Functions

The Pre-Hospital Emergency Care Council (PHECC) protects the public by specifying, reviewing, maintaining and monitoring standards of excellence for the delivery of quality pre-hospital emergency care for people in Ireland. PHECC is an independent statutory agency with responsibility for standards, education and training in pre-hospital emergency care in Ireland. PHECC protects the public by carrying out these main functions:

  • to sponsor and promote the implementation of best practice guidelines in pre-hospital emergency care
  • to prepare standards of operation for pre-hospital emergency care providers to support best practice
  • to recommend other pre-hospital emergency care standards as appropriate
  • to issue clinical practice guidelines for pre-hospital emergency care
  • to ensure pre-hospital emergency care providers achieve and maintain competency at the appropriate performance standard
  • to ensure training institutions and course content in pre-hospital emergency care reflect contemporary best practice
  • to establish and maintain a register of pre-hospital emergency care practitioners
  • to recognise those pre-hospital emergency care providers which undertake to implement the clinical practice guidelines
  • to source, sponsor and promote relevant research to guide Council in the development of pre-hospital emergency care in Ireland

Radiological Protection Institute of Ireland

Functions

The Radiological Protection Institute of Ireland (RPII) is an independent public body under the Department of Environment, Heritage and Local Government established under the 1991 Radiological Protection Act. The RPII is Ireland’s expert voice on ionising radiation. An important aspect of its work is the regulation of hospitals and medical practices where radioactive substances and x-ray equipment are used in the diagnosis and treatment of illness. Through a system of licensing, inspection and enforcement the RPII strives to protect workers and members of the public from radiation exposures, thereby ensuring a safe and controlled environment in which patients can avail of the many medical benefits of ionising radiation.

Ceapadh an Coimisiún Meabhair-Shláinte mar eagraíocht reachtúil in 2002. Cuireadh ar bun muid de réir an dlí faoin Acht Meabhair-Shláinte 2001. Cosnaítear do chearta agus do leasanna faoin Acht sin nuair a bhaineann tú leas as seirbhísí meabhairshláinte in Éirinn.

Déanann an Coimisiún Meabhair-Shláinte na rudaí seo a leanas:

  • a chinntiú go mbíonn caighdeáin arda agus dea-chleachtais ag na seirbhísí meabhairshláinte i gcónaí.
  • leasanna daoine atá a gcoimeád in ionaid fhaofa a chosaint.

Tugann an Chomhairle um Chúram Práinne Réamh-Ospidéil (CCPRO) cosaint don phobal trí fhaireachán a dhéanamh ar chaighdeáin feabhais maidir leis an soláthar cúram práinne réamh-ospidéil do dhaoine in Éirinn agus iad a shonrú, a athbhreithniú agus a choinneáil. Is gníomhaireacht reachtúil neamhspleách í CCPRO a bhfuil freagracht uirthi as caighdeáin, oideachas agus oiliúint i gcúram práinne réamh-ospidéil in Éirinn. Tugann an Chomhairle cosaint don phobal trí na príomhfheidhmeanna seo a leanas a chomhlíonadh:

  • urraíocht a dhéanamh ar chur chun feidhme na dtreoirlínte dea-chleachtas i gcúram práinne réamh-ospidéil agus iad a chur chun cinn
  • caighdeáin oibriúcháin a ullmhú le haghaidh soláthraithe chúram práinne réamh-ospidéil d’fhonn tacú le dea-chleachtas

Is gné thábhachtach dá cuid oibre rialú ospidéal agus cleachtaí míochaine ina mbaintear feidhm as substaintí radaighníomhacha agus trealamh X-ghathaithe i ndiagnóis agus i gcóireáil tinneas. Trí chóras ceadúnaithe, cigireachta agus forghníomhaithe, déanann IÉCR a dícheall oibrithe agus baill an phobail a chosaint ar nochtadh radaíochta, lena n-áirithítear, tríd sin, timpeallacht shlán rialaithe inar féidir le hothair feidhm a bhaint as an iomad buntáistí míochaine a bhaineann le radaíocht ianúcháin.
